Technical Recovery and Safety Assurance Leadership on a £50m Defence Programme

Zircon’s experience in developing safety software within Agile environments helps stabilise and restore stakeholder confidence in major MOD air systems-related programme.

A major £50m, multi-year complex and safety critical technology project for the Ministry of Defence that was showing signs of delivery risk. The programme involved over 90 software developers working in Agile teams to deliver safety-related software that ingests operational data, aggregates it, and presents it via a secure web interface.

The Challenge

Our client was helping with a project reset on behalf of the MOD and despite strong progress in delivery velocity, the programme was facing challenges:

Communication was breaking down between safety assurance and software development teams.
The end client’s existing safety assurance team lacked deep software understanding, leading to misalignment on requirements, evidence, and assurance expectations
Confidence was eroding among stakeholders, with no clear path forward for technical recovery

The end client required urgent intervention to stabilise delivery, realign assurance and development, and restore stakeholder confidence, all without disrupting a large, live programme.

The Approach

Two parallel recovery workstreams were established:

Safety Assurance Reset – the reestablishment of safety requirements, standards, and governance
Software & Safety Assurance Recovery – the bridging of the gap between Agile delivery and safety assurance

Due to our experience in dealing with such systems and complex programmes, Zircon was asked to provide a Software Assurance Lead capable of operating at programme level to address the Software & Safety Assurance Recovery.

This role went far beyond traditional assurance. Our engineer was required to:

Conduct a technical recovery review of safety-related software development practices
Assess the maturity of Agile delivery in a safety context and identify risks and gaps
Formulate and defend a pragmatic recovery plan, aligned with safety standards but realistic for Agile teams
Keep the development team on track collaboratively while leading the assurance team and working with the safety team
Act as the bridge between software developers and the safety assurance team, translating between disciplines
Work closely with our client’s Technical Director to ensure a single, coherent assurance strategy

Just as importantly, the role demanded exceptional stakeholder management and communication skills. That person needed to be confident enough to hold their own in senior forums, align conflicting viewpoints, and bring multiple teams along on the recovery journey.

The Impact

By introducing a senior engineer with deep experience of Agile delivery in safety-related environments, the programme was able to:

Re-establish credible, standards-aligned safety assurance
Improve collaboration and trust between the software and safety teams
Provide clear leadership and direction during a period of uncertainty
Create a structured, defensible recovery plan that stakeholders could rally behind

This ongoing intervention has stabilised a strategically critical defence programme and restored confidence that safety, quality, and delivery could coexist at scale.
